An Application for Naturalization must in principle be made in person. Applicants aged 15 or over must attend the Legal Affairs Bureau themselves for both the preliminary consultation and the application; neither can be done by a representative (for applicants under 15, a legal representative acts).
The preliminary consultation is also conducted in Japanese. What this office does is prepare and gather the documents and get everything ready for the day.
